In September, the U.S. Department of Housing and Urban Development (HUD) contracted LinkVisum Consulting Group, Inc. (LinkVisum) to conduct an organizational assessment of its Office of Chief Financial Officer (OCFO). The assessment will assist OCFO with improving its effectiveness and efficiency. HUD is transitioning to a new shared-service financial management model, in which its core financial transactions will be conducted by a Federal provider (the Department of Treasury). The primary purpose of this study is to assist HUD in developing high-level strategies to achieve the goal of “transforming the way HUD does business.” This assessment is expected to help the department gain a clear understanding of the CFO’s future roles after the transition, workforce distribution, and skillsets needed. The study will also assist HUD in responding to previous Inspector General reports documenting deficiencies in HUD’s internal financial controls, cases of material weakness, and instances of noncompliance in financial reporting.
