Department of the Navy, Naval District Washington

Naval District Washington is the regional provider of common operating support to naval installations within a 100-mile radius of the Pentagon. Services provided include public affairs, public works, public safety, community support, human resources, information technology, morale, welfare and recreation, supply, air and port operations, ceremonial support and environmental and safety.

 

The commandant exercises area coordination over military and civilian employees assigned to Navy activities within the geographic area encompassed by Naval District Washington.

OBJECTIVE

To reduce energy consumption, the Department of the Navy (DoN) made significant investments in energy-saving technology for buildings and utilities. The Naval District Washington (NDW) incorporated its investments as its Smart Grid Pilot Program and contracted LinkVisum to provide program management office (PMO) support, conduct business process re-engineering (BPR) to further reduce costs and energy consumption and improve services by streamlining processes and using NDW’s Smart Grid technology.

LINKVISUM'S SOLUTIONS

LinkVisum staff helped NDW stand up its Smart Grid PMO and its associated projects, developing a project management plan, defining the charter and governance structure, and creating project templates for reporting and measurement. Our team facilitated meetings between project teams and NDW leadership and provided strategic support for NDW leaders, including developing presentation content; collecting information on task statuses, milestones, costs, and more; conducting economic analyses on the projected impact of implementing various technology projects; and using other organizations’ smart/micro-grid and renewable technology implementations for benchmarking.

To identify how to improve processes and integrate:

 

  • Developed an outreach and communication plan to engage stakeholders at the six NDW installations

 

  • Created and implemented a data collection plan

 

  • Facilitated interviews with public safety and public works points of contact

 

  • Documented current processes and validated the resulting process maps

  • Analyzed costs, benefits, risks, and operational impacts of multiple alternatives

 

  • Developed new processes and analyzed the gaps between the current and new processes

ADDITIONAL PROJECT DETAILS

Leveraging capabilities to achieve the Naval District’s goals and working closely with the NDW team, LinkVisum:

 

  • Established the Smart Grid PMO, including support of oversight and monitoring, critical path scheduling, scope management, quality   assurance and control, risk management, performance assessment and tracking, and earned-value management

 

  • Identified capabilities to meet the goals, mandates, and quantification of benefits of the federal government, U.S. Department of Defense, and Navy Energy, including payback periods, return on investment, and benefit-cost ratios
